So it looks like the cyclist was about to turn down the alley, veered off at the last second, right into a broken collar bone.

Assuming that the left-right street has right-of-way over the alley... that cyclist was still going too fast. Even if t he red car needs to yield, you have to give them a fair chance to actually react. Speaking of which, I don’t think that dark red car should be parked there, as it’s messing with the sight-lines. But the clip is too short- for all I know, the dark red car isn’t parked there at all, but is just waiting its turn to go, and the lighter red car pulled too far forward, blocking their line of vision .
